Deploying GlobalPlatform Specifications within smart card based transit programs can:
- Allow transit card issuers to partner with other organizations from multiple industries to jointly offer multiple applications on one card, increasing the card's value to the card holder
- Protect the issuer's investment by 'future-proofing' the program against business decisions which have not been made at the time of deployment. GlobalPlatform's flexible and scalable infrastructure can accommodate significant changes to the program post-issuance.
- Provide a versatile and cost-effective processing and administration platform.
Transit Implementations
Beijing Transit Card Contactless Micro-Payments Scheme
In 2006 KPay, a Bejing-based service provider responsible for setting up a POS network for Beijing contactless transit card top-up and retail payment, sought POS terminals to support a secure multi-application environment enabling prepaid, loyalty and contactless payment at an affordable price. KPay partnered with Blue Bamboo to integrate contactless IC technology into the Blue Bamboo H50 GPRS Terminal. This device uses GlobalPlatform device technology – the GPD/STIP Specification – as the software platform to offer flexibility for further functionality, such as gift and loyalty applications. The purpose of the collaboration was to provide a POS solution subsequently deployed into local convenience stores, where Beijing transit cards have been accepted for 'tap-and-go’ retail purchases since June 2007.
By complying with the GPD/STIP Specification, Blue Bamboo’s H50 GPRS terminal enables multiple applications to securely reside side-by-side on a device. Increased return on investment (ROI) can be realized as additional programs (e.g. gift, loyalty, financial payment etc) are added to the existing deployed infrastructure.
The H50 infrastructure is updated efficiently using the GPRS OTA (over-the-air) capabilities of the platform, bringing greater value to system integrators. Remote application download significantly enhances the deployment cycle, time to market and ROI of terminal investment.
As of November 2007, 15 million transit cards, issued by Beijing Municipal Administration & Communication Card Co. Ltd. for use in the subway, buses and taxis, were being accepted for ‘tap-and-go’ retail purchases at various retail outlets across the city including supermarkets, restaurants, bakeries, drug stores and theatres. When compared with PIN-entry or magnetic stripe cards swiped at check-out, contactless payment cards offer a faster and more convenient transaction method for both retailers and cardholders. It is estimated that 2,000 Blue Bamboo terminals were deployed by mid 2008.
This is the first time GlobalPlatform device technology has been used in a deployment which combines contactless, payment and transit applications and offers a clear demonstration of the advantages GlobalPlatform technology can bring to secure, multi-application and contactless deployments, regardless of industry or geographical market.

Daejeon Project
In October 2003, Visa Cash and Hana Bank launched a project to transform the city of Daejeon into a 'digital city' which involved the issuance of GlobalPlatform smart cards with transit functions. The first phase of the project targeted a customer base of 500,000 cardholders between the ages of 14-24. Hana Bank issued multi-functional cards to customers over the age of 18 and single cash applet only cards to customers under the age of 18. Both cards carried the Visa Cash, membership, loyalty, ID, and internet applications. Only the multi-functional cards targeted at 18 and over carried the Visa Smart Debit Credit application.
In addition to payment capabilities, the GlobalPlatform smart card allows for personal portable storage capabilities in the area of online transaction certification, ID student cards, and medical card functions.
Visa's role in the project was to provide the e-purse system and services, installing the infrastructure for Hana Bank, reloading the card, and coordinating with City Hall, Hana Bank, and other vendors. Hana Bank was responsible for issuing and personalizing the cards, settlement, installing the infrastructure, and arranging for the system provider. City Hall was responsible for service planning, policy and regulation, and coordination.

SK Telecom - Moneta Mobile Card
SK Telecom launched the Moneta Mobile Card at the end of 2001, co-branding with five South Korean issuers. The Moneta smart card was based on GlobalPlatform technology and supported several applications including EMV credit, Visa Cash e-purse, SKT membership functions and the SKT OK Cashbag loyalty application. In this program, cardholders were issued a mobile phone incorporating a full-size smart card slot, into which the cardholder inserted the Moneta card to make transactions over SKT's mobile network. In addition, the Moneta Mobile Card contained a separate 'Mifare' contactless chip, used for public transportation in Seoul. At least one million full size Moneta cards were deployed.
In March 2003 SKT redesigned the phone so cardholders were able to insert a SIM-size Moneta chip on the back of their phone to make transactions at the offline merchants. This deployment enables the end user to access many services such as online banking, online stock auctions and transit applications, in addition to allowing them to make online and offline payments, via a secure, GlobalPlatform technology based token which takes different form factors, such as a card or a SIM plug. SKT installed at least 400,000 'dongles' or contactless card readers and estimated that over 4.8 million handsets would be fitted with the payment chip through the life of the program.
In 2004, SKT added a check card function to the existing chip and handset, which they expected to increase the demand for handsets to over 1.5 million. SKT also planned to incorporate Over-The-Air (OTA) personalization and post-issuance download capabilities onto the card in the future.

SK Telecom - OTA Application Download
In 2004, Singapore based Cassis International launched its MobileMatrix solution that enabled customers of SK Telecom, the leading mobile phone service provider in South Korea, to download a credit application onto the SIM Over-the-Air (OTA).
It was the world's first OTA download of an EMV payment application onto a USIM enabled 3G phone. The SIM card communicates with SK Telecom's back-office network and sends commands to drive the handset, allowing the mobile phone to act like a credit card. Customers are able to use the downloaded applications to make purchases with their phones via infrared waves or radio frequencies at point-of-sale terminals equipped with dongles to accept the transmissions.
Standardized GlobalPlatform software on the cards and back-end systems technology allows for secure downloads and keeps the applications separate with security firewalls. This implementation of GlobalPlatform brought new functionality to the ubiquitous mobile phone and transformed its traditional use into a one-stop payment device. SK Telecom customers can decide the type of applications loaded into their handset, including CAS (Conditional Access System) for DMB (Digital Multimedia Broadcasting through satellite) and T-Money (Public Transportation).
At least four million handsets support the 'Moneta' m-commerce project, which utilizes Cassis' MobileMatrix solution. The GlobalPlatform technology that makes the download, addition, and post-issuance of applications, possible is the GlobalPlatform Card and Key Management Specification as well as the Smart Card Management Functional Requirements.
The deployment of MobileMatrix to SK Telecom was the first eco-system to support GlobalPlatform cards in the mobile environment and was the first remote personalization of a Visa EMV application into the 3G SIM cards.
